3.2 檔案與曆史研究和輔政的關係。與其他國家的現代檔案工作發展過程相似，加拿大檔案工作是在不斷平衡與曆史研究和輔政兩者之間關係的過程中前進的。曆史研究對現代檔案工作的建立具有不可低估的影響，然而其所帶來的危害也是不容忽視的，最直接的莫過於謝倫伯格所提出的文件雙重價值論。輔政一直是隱含於檔案學中的一個部分，人類曆史上最早的檔案是統治者為了有效管理國家所生成的，也因此受到了極高的重視，如，占卜的甲骨通常存放於宗廟中。對輔政的研究能夠使檔案工作者認識檔案的生成和本質，因而與檔案學的本質更加貼近。[12]我國檔案學者也認識到了檔案與曆史研究和輔政之間的雙重關係，如覃兆劌教授提出的檔案雙元價值觀：以“舊檔無用”所代表的檔案“工具價值觀”和近代的“信息價值觀”，其中後者是檔案在曆史研究中作用的延續。[13]這種觀點固然與信息時代的特征相吻合，也有利於檔案工作價值的推廣，然而，考慮到曆史學對檔案發展的經驗與教訓，我們應謹慎把握這一發展方向。
