對三種理論框架進行梳理，意義在於探索未來研究的方向，超越技術決定論與政治決定論。⑩無論是工具框架還是重塑框架，其研究重點在於論述互聯網的技術影響，然而，單一的技術並不能帶來政治上的徹底變革；而將公共協商置於政治製度和體係下研究，難免因政治的慣性無法實現質的突破。因此，未來研究的方向是超越單一決定論，以互聯網等新信息技術為突破口，與政治係統緊密結合，構建線上機製與線下體係的有效對接，整合、創新公共協商的形式與機製。
