Americahaslostitsleadershipintheindustrializedworld.Fromanationwhosestrengthhasalwaysflowedfrominvestmentsintheproductionandconsumptionofgoods,Americahassomehowturnedintoanationenamoredwithinvestinginpaper.Thebiggestcompaniesarepouringhugesumsofmoneyintothestockofothercompanies.Mostofthatmoneyendsupinbanksandotherfinancialinstitutions.Newfinancialinstrumentsarebeingdevelopedsimplytoabsorbconsumerpurchasingpowerandenrichthefinancialengineers.Somuchcapitalisproducingnothingoflastingvalue.

4.Providespecialeducationgrantsandloanstoencouragestudentstostudyhigh-technologyfields.
5.Providenewincentivestoincreaseresearchanddevelopmenteffortsintheprivatesectorandtoacceleratefactorymodernizationandproductivityincriticalindustries.OneapproachwouldbetoofferinvestmenttaxcreditsforR&Dand12-monthdepreciationwrite-offsforproductivityrelatedinvestment.
