<\/div> 20世紀50年代末，朝鮮就已開始了核技術的研究工作。前蘇聯在1965年幫助朝鮮建立了“寧邊原子能研究所”，培訓了部分核技術人才。當時，朝鮮從前蘇聯引進了第一座800千瓦的核反應堆，核技術研究初具規模。寧邊成為朝鮮的核工業重地，這裏能提煉濃縮的鈾元素，可用於生產核武器，因而也成為美國和國際原子能機構（IAEA）格外關注的地方。
